(2) If there are different Scheduled Tribes in an autonomous district, the Governor may, by public notification, divide the area or areas inhabited by them into autonomous regions. The Tribal Advisory Council is a consultative body that facilitates communication between government authorities and tribal representatives. It provides a platform for tribal communities to voice their concerns and engage in decision-making processes. The council aims to ensure that tribal perspectives and interests are taken into account when formulating policies and addressing issues affecting tribal populations. Its objective is to promote understanding, respect, and the well-being of tribal communities through open and inclusive discussions.

(2) Until a notification is issued under sub-paragraph (1) of this paragraph in respect of any tribal area specified in Part B of the said table or any part of such area, the administration of such area or part thereof, as the case may be, shall be carried on by the President through the Governor of Assam as his agent and the provisions of Part IX shall apply thereto as if such area or part thereof were a territory specified in Part D of the First Schedule. (2) Subject to the approval of the Governor, rules may be made by the District Council and by the Regional Council for the management of the District Fund or, as the case may be, the Regional Fund, and the rules so made may prescribe the procedure to be followed in respect of payment of money into the said Fund, the withdrawal of moneys therefrom, the custody of moneys therein and any other matter connected with or ancillary to the matters aforesaid. Powers of the District Council to establish primary schools, etc.—The District Council for an autonomous district may establish, construct, or manage primary schools, dispensaries, markets, cattle pounds, ferries, fisheries, roads and water-ways in the district and, in particular, prescribe the language and the manner in which primary education shall be imparted in the primary schools in the district.

Finally, on 7 September 1949 the Schedule as amended by the Drafting Committee Chairman was adopted as part of the Constitution. The proceedings began with the Drafting Committee Chairman introducing a few changes to the Draft Schedule. One member highlighted that Assam had a huge problem of political instability, mostly owing to its shared borders with 6 other countries and internal ethnic diversity. The Chairman dismissed this proposal and pointed out that it would be a very difficult task to split the governance of the State between the Governor and the Centre. He also assured the members that in the case of the border regions of Assam, the Schedule had ample safeguards to allow for Centre to intervene if needed.

Can you still live in a teepee today?

While there are some who choose to live in tipi's in modern times, it is rare to find tribal people living in them as their primary home.

I am very happy to be in the midst of brave people who have the courage and mental strength to face any challenging problem. I visualize Andaman Nicobar to be a prosperous, peaceful and safe place by the year 2010.

  • With 80 percent of Khiamniungan brethren residing in Myanmar while only 20 percent in India, citizens fear that these actions of the government will adversely affect their relationship and tear them apart in every aspect of their lives.
  • I would also like to share the self-reliance characteristics of the tribals of the region, who have taken the responsibility of bringing up the orphaned children of their community themselves and they have refused to receive any support from voluntary philanthropists.
  • Another Khiamniungan urged a re-evaluation of the arbitrary borders dividing the Nagas, stating that the lack of consent in the boundary and the FMR issue have impacted lives in both countries.
  • This is important because these people’s livelihood and lifestyle depend on the land and resources they’ve been using for years.
